Kampala, Uganda | THE INDEPENDENT | Parliament’s select committee that investigated the operations of the National Social Security Fund (NSSF) is presenting its report today.

MP Mwine Mpaka, the committee chairperson, read his findings and recommendations in front of a packed house.

  1. Thank you for comprehensive coverage of the NSSF saga. I believe the parliament committee chair did a great job by methodically gathering information through asking the right questions. Given the nature of abuse of funds and blatant lack of supervision by board /mother ministry, I strongly recommend that parliament puts more resources in review of budgets. This is particularly important for institutions that collect and at the same time use part of funds collected for administration. These institutions like CAA, NSSF, UMEME tend to create activities just for the purposes of spending money eg NSSF card, NSSF CSR, NSSF and CAA team building activities in Dubai, let alone distribution of un-requested iron sheets by OPM. Only by reviewing the budget in detail before approval shall we be able to catch wasteful and unjustified expenditure before it happens. I am sure if it is the mandate of parliament to scrutinize budgets but if we continue to focus on analysing expenditure we are in for interesting stories year in year out
