DPP to determine fate of officers arrested for ignoring alerts on Nagirinya’s kidnap

Kampala, Uganda | THE INDEPENDENT | Uganda Police Force is waiting for the Director of Public Prosecution –DPP to decide the fate of 10 police officers arrested for failing to prevent the murder of social worker, Maria Nagirinya.

Three senior officers at the rank of Assistant Superintendent of Police –ASPs and seven Police Constables –PCs were arrested over complacency when they allegedly failed to rescue Nagirinya and her part-time driver, Ronald Kitayimbwa, on August 28th.

Nagirinya’s family said soon after she had been kidnapped outside her home gate in Lungujja, Rubaga Division, they rushed to various police stations but they were toasted up and down until her vehicle was no longer visible on Close Circuit Television –CCTV cameras.

President Yoweri Kaguta Museveni ordered for the arrest of all officers who did not act urgently to rescue the victim yet Nagirinya’s Spacio car UBA 570V was visible on CCTVs being driven by kidnappers.

Police Spokesperson, Fred Enanga, said UPF Legal Director Erasmus Twaruhukwa, has handed over the officers’ file to DPP to decide whether they will be tried in criminal courts or force’s disciplinary tribunal.

Museveni said that the police officers should be charged with criminal negligence that led to the killing of Nagirinya and Kitayimbwa and if convicted should be dismissed from police force and will never be employed in any government institution.

Twaruhukwa took over the case file and guided the Professional Standards Unit –PSU during investigations. Twaruhukwa, according to Enanga, has handed over the officers’ file to DDP for perusal and legal advice.

For an officer to appear in a criminal court, it stakes his services in a security force. It is a bit lenient when he or she is charged in a disciplinary tribunal, he might be demoted, reprimanded or monthly emoluments withheld for some period.
