Kampala, Uganda | THE INDEPENDENT | Twenty two ministers have today taken the oath of allegiance and oath of a Member of Parliament to formalize their presence as ex-officio members.
They were appointed to Cabinet without being elected as Members of Parliament and as ex-officio members, they do not have a right to vote on any issue requiring a vote in Parliament.
Those sworn in are Minister of Education and Sports Janet Kataha Museveni, the Minister of Kampala Capital City Authority and Metropolitan Affairs, Hajjat Minsa Kabanda, Minister in the Office of the Prime Minister- Justine Kasule Lumumba, Minister of Energy and Mineral Development Ruth Nankabirwa, Minister of Local Government Raphael Magyezi, Minister of Trade, Industry and Cooperatives Francis Mwebesa.
The others are the Minister of State for Northern Uganda Grace Freedom Kwiyucwiny, Minister of State for East African Community Affairs Ikuya Magode, Minister of State for Micro-Finance Haji Haruna Kyeyune Kasolo, Minister of State for Information Joyce Nabbosa Ssebugwawo, Minister of State for National Guidance Godfrey Baluku Kiime, Minister of State for Higher Education Dr John Chrysostom Muyingo and others.
Others are the Minister of State for Kampala Capital City and Metropolitan Affairs, Kabuye Kyofa, Minister of State for Public Service Mary Grace Mugasa, Minister of State for Tourism, Wildlife and Antiquities Martin Mugarra Bahinduka, Minister of State for Trade, Industry and Cooperatives (Trade) Harriet Ntabaazi and Minister of State for Water and Environment (Environment) Beatrice Anywar.
The oaths were administered by the Clerk to Parliament Jane Kibirige at an event in Parliament’s Conference Hall witnessed by Deputy Speaker Anita Among. They were presented a copy of the Constitution and Parliament Rules of Procedure.
“Previously you were strangers, now you are not going to be strangers in parliament and welcome to the Eleventh Parliament. Work as per the rules of procedure and the Constitution of Uganda” said Among.
She appealed to the new Ministers to be corrupt free and deliver services to the people.
Among also tasked the new Ministers to regularly attend parliament sittings so that they respond to issues raised by Members of Parliament.
After taking the oath, Beatrice Anywar, the Minister of State for Water and Environment (Environment) said that she is going to continue fighting environmental degradation in the country.
Joyce Nabbosa Ssebugwawo, the Minister of State for Information said that her new position is a calling from God to serve the people. She said that together with her colleagues, she is going to ensure that children in schools access enough computers to help in their education.
Raphael Magyezi, the Minister of Local Government told journalists that he will ensure that local government leaders renew their commitment to the population through delivery of key services like water, health, roads, education and others.
