Fort Portal, Uganda | THE INDEPENDENT | Ben Kumumanya, the Permanent Secretary in the Ministry of Local Government has appointed the Rukungiri District Deputy Chief Administrative Officer, Richard Kagaba Ndora, as the acting Fort Portal city clerk.
In his November 3rd, 2022 letter to Kagaba, Kumumanya says the appointment takes immediate effect. He explains that Kagaba will serve as Fort Portal city clerk for six months in an acting capacity as the ministry looks forward to appointing a substantive city clerk to occupy the position.
“You shall be paid duty allowances in lieu of the assignment in accordance with the approved rates. You should therefore make arrangements to report to your new station, subsection f-d Uganda public standing orders 2021 relating to handing over of office/taking over of office should be strictly observed and adhered to,” reads Kumumanya’s letter that is copied to Rukungiri Chief Administrative Officer.
Kagaba’s appointment follows the interdiction of the Fort Portal city clerk, Moses Otimong on November 4th, 2022 for alleged mismanagement of public resources and abuse of office and authority.
