Katuna, Uganda | THE INDEPENDENT | The company contracted to upgrade the Katuna one-stop border post in Katuna town council, Kabale district is on the spot for substandard work.
The project to upgrade Katuna border started in 2011. After handing over phase one of the 10 Billion Shillings One-Stop Border Post administration block to Uganda Revenue Authority in June 2020, Amugoli General Enterprises Limited received 6 Billion Shillings from the government to start phase II of fencing the gazetted no-mans-land, tarmacking the road and the parking space.
However to date, phase II is yet to be completed. The contractor has not yet completed tarmacking part of the parking space which has raised concerns about the quality of work.
Heaps of soil that were poured on the exit road to Rwanda caved creating huge cracks on the verandah of the block housing a generator and the exit parking yard.
Ambrose Muhangi, a businessman and a money changer at Katuna border says that after the impromptu visit by ministers last week who grilled the contractor over slow and shoddy work, the contractor expedited the works by pouring heaps of soil on the exit road for leveling.
Muhangi says that they were shocked when the soil caved in on Wednesday. He says this has continued to prove that the contractor is completely doing substandard work.
Elvis Nzeirwe Byoonanebye, Katuna town council LCIII chairman says that he and the residents of Katuna town council are discontented with the contractor. He accuses the contractor of rushing to pour heaps of soil without opening enough drainage for water to flow.
But Collins Dolores, the project engineer of Amugoli General Enterprises Limited attributes the sinking of soils to a swampy area where construction occurs. Dolores insists that the sinking in of heaps of soil is normal because this will provide firmness to the ground.
She says that after the sinking of the heaps of soil, more will be poured until the place is stable enough.
Last week, ministers who were assessing the works gave the contractor six months to have completed.
