KCCA BOSSES: Journalists turned away from Kiteezi probe at CID headquarters

Kampala, Uganda | THE INDEPENDENT | Journalists have been barred from accessing the Criminal Investigations Directorate (CID) headquarters ahead of the scheduled appearance of three former Kampala Capital City Authority (KCCA) officials.

The trio, Dorothy Kisaka, the former Executive Director, David Luyimbazi, and Daniel Okello are expected to answer questions related to the catastrophic Kiteezi incident, which prompted President Museveni to call for a thorough investigation into potential criminal negligence.

A robust deployment, including counterterrorism personnel and plainclothes detectives, has sealed off Kibuli Road, restricting access to Nsambya. Boda-boda riders and taxi drivers are being instructed not to stop in the area, while journalists and bystanders are being redirected to gather near the Islamic University in Uganda (IUIU) junction.

On Monday, Police Spokesperson Kituuma Rusoke stated that the investigation aligns with President Museveni’s directives to probe the irregularities highlighted in the Inspector General of Government’s (IGG) report concerning the Kiteezi disaster, which resulted in at least 30 fatalities in August this year.

The dismissed officials are anticipated to provide insight into their roles in the alleged irregularities related to contract awarding, embezzlement of funds, and enforcement of environmental regulations during their tenure.

“As you’re aware, the President directed us to investigate matters concerning Kiteezi, but we had to wait for the IGG’s office to conclude their investigation before we could commence our own. They will appear on Wednesday,” Kituuma said. The summoning of the former KCCA officials follows their dismissal by President Yoweri Museveni in light of the IGG’s report, which uncovered significant irregularities in the management of the landfill.
