Kampala, Uganda | THE INDEPENDENT | The Lord Mayor of Kampala, Erias Lukwago, has summoned Kampala Capital City leaders following the sacking of the KCCA Executive Director Dorothy and her Deputy David Luyimbaazi.
On Tuesday, President Museveni Kisaka, Luyimbaazi, and Director of Public Health Dr Daniel Okello over the Kiteezi landfill disaster. In a statement released by the Office of the President Press Unit, Museveni was acting on the report released by the Inspector General of Government.
The President also called upon the Criminal Investigations Department (CID) and other crime management agencies to thoroughly investigate the matter further, focusing on the angle of criminal negligence.
Addressing the media on Wednesday at City Hall, Lukwago said that the meeting will address the leadership crisis in KCCA.
Those invited are the MPs of all divisions of Kampala, Division Mayors and other leaders of the city and members of the Central Executive Committee.
“The Executive Director is the accounting officer and the technical advisor in administrative and legal matters concerning the management of the council and other issues,” Lukwago stated.
According to Lukwago, work at the authority is paralyzed, as all employees are uncertain about whom to report to since they lack a superior.
Lukwago also urged for a competitive and transparent process to select the new Executive Director.
According to Lukwago, there is also a need to amend the law that allows the President to appoint the Executive Director, arguing that the current practice does not follow the advice of the Public Service Commission and relies on headhunting, thereby excluding many qualified and competent Ugandans.
On Tuesday President directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, to appoint new officials within three months.
The Minister for Kampala was also tasked with advising the President on interim appointments for the positions to ensure that operations within KCCA continue without disruption until permanent replacements are in place.
