In a cagey match of few clear-cut chances, United’s best in the first half fell to Scott McTominay, who was inches from connecting to a flick at the far post.
For City, Raheem Sterling had a close-range shot blocked by Harry Maguire, while Riyad Mahrez forced a smart save from David De Gea on a breakaway.
Four minutes after the break, United were awarded a penalty when Kyle Walker fouled Marcus Rashford, but it was overturned by VAR for offside in the build-up.
Both sides continued to press for an opener, but their defences were on top, with each side having only one shot on target in the second half.
United are seventh on 20 points, a place and a point above City.
