Minister Magyezi intervenes in Lira city, district row over headquarters

Lira, Uganda | THE INDEPENDENT | The Minister of Local Government Raphael Magyezi has asked Lira city not to evict Lira district authorities from the district headquarters.

When Lira municipality was elevated to city status in 2020, it became autonomous and was no longer under Lira district. This also meant that the leadership of Lira district had to shift the headquarters to another place outside the city.

The minister’s appeal follows reports that the city authorities are forcing the district leaders to vacate the headquarters, a move that the district has rejected.

Magyezi urged the city authorities to temporarily share the headquarters with the district as the government prepares to construct new headquarters in the next two years.

He also warned them against selling or leasing public assets and properties.

Earlier on, Sam Atul, the Lira City Mayor told Magyezi that they lack adequate funds which has affected service delivery in the city.

However, Magyezi attributed it to the slow process of transition.

According to the other guidelines, all tangible and intangible assets of districts, former municipal councils, division councils, annexed town councils, and sub-counties falling within the territorial boundaries of the city are supposed to be the property of the city.

These include assets like vacant land, markets, administrative buildings, stadiums, bus parks, recreation centres, community halls, forest reserves and landing sites.

On the other hand, the minister said the cities shall take over all liabilities incurred by the district, municipal, and division councils.
