President Yoweri Museveni has added improved communication, urban planning and increased support to the judiciary to the list of priorities his new cabinet has to address 2016-21.
He will also periodically meet different ministry teams about their sectoral strategies and measure progress.
“The tone is for efficient and effective public service delivery following the principles of allocative and operative efficiency; that is, by Using the available resources for the right priorities and doing so efficiently,” said Frank Tumwebaze, Minister of Information, ICT and Communications in a brief to the press after the second session of the inaugural cabinet continued on Thursday chaired by Museveni at State House Entebbe.
At the first session of the inaugural cabinet that sat on June 23rd 2016, the president listed 15 action priority points that he wants the new government to concentrate on.
Top on the list of three new areas Museveni wants focus on is improving government communication.
“The president has called for responsible and disciplined media reporting that is not injurious to the image of uganda and tasked government agencies to always communicate Timely and factually about government work and thus the reason he merged the communication agencies into one ministry for easy coordination,” said Tumwebaze.
“Also of priority under the ICT, the president stressed was the need for developing technical capacity in the field of electronics to do intelligent monitoring both by modern IT systems and knowledgeable Electronic engineers whose skill and capacity he directs the ministry of ICT to build. In the medium term, the president wants the Ministry of ICT to start and build a strong department of electronics that will ensure assembling of computers among other electronics.”
Museveni also stressed need to support the judiciary with all the human and financial resources so as to improve the justice system and the fight against crime and organised urban physical planning to improve the environment and tourism. He sees this as a great enabler for job creation through organized urban trade.
Cabinet has also added the water sector and resource mobilisation as other areas of focus, bringing to 20 the key areas the newly-relected government says will usher Uganda to a Middle-Income Status country. Cabinet asked that the need to support the water sector so as to enable the widening of safe water coverage and resource mobilization as a strategy for fulfilling all the agreed upon priorities be other areas of focus.
Cabinet adopted them as the priorities that will guide the 5-year development agenda since they also fall within the national development plan(NDP) and national vision 2040.
