Kampala, Uganda | THE INDEPENDENT | Parliament leaders are engaged in a series of meetings to resolve the leadership impasse for the committee on Commissions, Statutory Authorities and State Enterprises (COSASE).
The COSASE standoff started after a suggestion that the current committee, headed by Bugweri County MP Abdul Katuntu should complete the probe into the irregular sale and closure of Commercial banks, before handing over to a new team. The tenure of the current committee expires on January 13, 2019.
While the speaker of Parliament Rebecca Kadaga wants FDC to extend Katuntu’s tenure up to the end of February, the opposition Forum for Democratic Change is demanding that the new team headed by Mubarak Munyagwa, takes over the probe. They argue that any extension of the committee term contradicts legislative procedures.
But Kadaga and the Leader of Opposition Betty Aol Ochan have so far failed to settle the storm. They are now planning to meet the outgoing chairperson Abdu Katuntu and his successor Mubarak Munyagwa and a number of other legislators, among them Opposition Whip Ibrahim Ssemujju Nganda and Shadow Attorney General Wilfred Niwagaba. The meeting is scheduled to take place on Monday, January 14, 2019.
Aol is optimistic that the matter will be settled through dialogue.
The committee was expected to finalize its engagement with Bank of Uganda today and resume on Wednesday next week, beyond the Sunday, January 13 deadline. However, Committee chair Abdu Katuntu was not present in the Friday meeting.
