Kampala, Uganda | THE INDEPENDENT | Security agencies hunting for assailants that riddled Gen Edward Katumba Wamala’s military vehicle on June 1st at Kisota road with bullets have shot dead one Hussein Wahab Lubwama alias Master, the suspect who allegedly killed the General’s daughter, Brenda Nantongo and driver Haruna Kayondo.
The deputy Inspector General of Police, Maj Gen Paul Lokech, who has been superintending the joint investigations said Master was put out of action by forces because he attempted to fight them.
Asked to explain whether Master had a gun he was using to fight the forces, Gen Lokech said he was skilled in taekwondo and martial arts.
Gen Lokech said Master is the suspect who was captured by Closed Circuit Television –CCTV wearing a stripped blued t-shirt before and after showering Gen Katumba’s vehicle. Gen Lokech said Master is the one who pumped several bullets on the right side of the vehicle where Nantongo was sitting and it was his same gun that killed the driver Kayondo.
“The guy who shot and killed the daughter and driver on the right side of the vehicle was called Master but his real name is Hussein Wahab Lubwama,” Gen Lokech said. “If you remember in the footage, he was putting on a stripped t-shirt and moving with the gun. When my team zeroed in on Master we got him. And he was trying to fight my forces and he was put out of action.”
Master, according to Gen Lokech ferried the gun in a 42-inch TV box. Security has identified Master’s rider as Kamada Walusimbi alias Kanaabe alias Mudinka alias Ogema. Gen Lokech said Master often called Walusimbi Ogema while their overall commander, one Sheikh Abudin Hubaida Taheel Bukenya referred to him as Mudinka. Security says Sheikh Bukenya is still on the run.
Walusimbi is currently in security cells. According to intelligence teams and investigators, Walusimbi rode Master up to Oryx fuel station in Bukoto where the alleged killer gun was handed over to Muhamad Kagugube. Kagugube later moved the gun to Mustafa Kawawa Ramadan alias Amin. Amin also handed over the gun to Kasambira Sirimin alias Mukwase.
“The mastermind of all these attacks and cell of ADF in Kampala is Sheikh Obadia and he is on the run, he could be here or Eastern DRC and all these groups are linked to ADF which is operating in Eastern DRC,” Gen Lokech said.
Security says Katumba attackers orchestrated the murder of Maj Muhammad Kiggundu on November 26, 2016, the murder of AIGP Andrew Felix Kaweesi on March 17, 2017, and others robberies in Nansana, Kalerwe and Mpelerwe.

WHY MURDER GENERAL KATUMBA ASSASSINATION SUSPECTS?
Recently, General Loketch, the Deputy I.GP publicly displayed the self confessed assassins to the press and informed the nation as at least two General Katumba Assassination Suspects have been summarily executed!!!
This is not only another tragic episode in the history of high profile assassinations in Uganda but a heart breaking, unbelievable mismanagement of investigations, mishandling of high profile murder cases and loss of trust in our Security intelligence teams and leaves a lot of unanswered questions among Ugandans and all families that have been victims of these assassination acts.
The Police with sister security forces conduct is not only a manifestation of incompetence but brings doubt in real ability of the police in handling of high profile assassination cases to their rightful conclusions.
Under Ugandan laws, a criminal suspect is presumed innocent until proven guilty beyond reasonable doubt by the courts of law, With the kangaroo conduct of the police and her sister security teams using extra- judicial executions of suspects, it leaves many to query why then the police decides to kill, murder the innocent persons just being suspected for being criminals?
Isn’t the police conduct illegal in the real sense and the source of the unlawful order with the executioner of such an order need to be interrogated and brought to book?
Is the police just lacking in modern criminal tracking systems and professional arrest of such high profile suspected criminals to be brought before the courts of law?
Is the police and other intelligence teams covering up or hiding something beyond what meets the eye?
Has the police in its own sense taken up the role of law adjudicators along side their constitutional role of law enforcement?
Isn’t the unconventional execution of suspects coupled with delayed high profile murder reports and unsuccessful historical legal prosecutions of the previous suspects a repeat of the security and intelligence drama episodes that have unfolded over a time in this country right away from the murder of Dr. Kayiira, to Major Kigundu, Major Abiriga, AIGP Kaweesi now attempted assassination of General Katumba?
As General Katumba, family and friends are waiting for justice, Ugandans were more eagerly waiting to hear the arrest and prosecution of those key architects of terrorism against senior citizens of this country over a time, the ‘pigs’ that have not only led to blackmail of police as a force filled by ‘kawukumi’ but have also rendered high profile citizens of this country vulnerable and defenceless.
The arrest of the master architects of these high profile assassination would help to put conspiracy theories to eternal rest, Ugandans would get to know the real motive of the assassins over a time, who funds them and where they are trained from.
The arrest and prosecution of these “pigs”, the kingpins of terror against senior citizens would give Ugandans more confidence in the intelligence and security forces ability to handle high level criminality and also would give value for money for the modern technological installations like the CCTV cameras that were prioritized against health and education sectors purposely to save the country from such barbaric acts of idiotic assassins.
The unlawful execution of suspects by the security forces are not only intended to disconnect the mens rea from the malice aforethought which are the key ingredients of murder, as it was in Uganda vs Dr. Kiyingi case in which death of key suspects are detached from the circumstantial evidence from the prime suspects. And this police act is not only a miscarriage of justice to both the accused suspects, General Katumba, his family and the General Katumba’s driver’s family but a death of this on arrival of this case as the actual results of this case are predetermined even by an illogical persons since the key suspects are eliminated by the security forces.
