Jinja, Uganda | THE INDEPENDENT | The Uganda People’s Defence Forces-UPDF is to construct a 183 Million Shillings legal training center at Gaddafi Barracks in Jinja.
The construction of the center will be funded by the Netherlands government to improve the quality of legal services offered to the military commanders of the armed forces within the East Africa Community-EAC region and Southern Africa Development Community-SADC countries.
It will comprise of two syndicate rooms, a computer laboratory, kitchen area and a dining hall with the capacity to host 40 people at a time.
The project engineer Maj. Sadiq Andama, says that the project is part of the centre’s master plan of refurbishing it to a first-class legal training facility within the African continent.
Andama further stresses that the project construction works which are expected to commence on Thursday will last for 60 days.
The Netherlands defence attache to Uganda, Lt. Col. Nils Rienks who presided over the groundbreaking ceremony on Tuesday told journalists that, in their six-year partnership with UPDF, they have offered free training materials and scholarships to the staff of the center to boost the quality of learning.
Rienks argues that, much as war fronts are hectic as commanders carry the task of battling unidentified enemies, human rights ought to be observed and legal officers are essential in advising commanders to execute their mandate following the law.
Maj. Savvy Tumuhimbise, the commandant of LTC says that the construction of the center is overdue. He says that although the center has excelled in offering legal training services to students from sister forces within the region, they lack necessities like quality syndicate rooms, dormitories and a van which suit the demands of international students.
