VIDEO: The Inspector General of Police, Gen. Kale Kayihura says sending his senior commanders for refresher courses is not a punishment for being involved in brutality accusations that faced the force a few weeks ago.  Many senior commanders who were in Kampala Metropolitan Police when Besigye’s supporters were beaten have been sent to Bwebaja senior staff college, what Kayihura says is not punishment but capacity building
