VIDEO: The Secretary to Treasury Keith Muhakanizi has accused the Uganda Parliamentary Commission of sabotaging the over 100 billion shillings government contingent funds project.
He says the commission diverted the money to parliamentary activities, something that has made it hard for government to address famine in Isingiro and other parts of the country.
