Apart from influencing the appointment of Kaka, Saleh had rehabilitated Lt.Gen. Henry Tumukunde, an arch nemesis of Kayihura and even influenced his appointment as Security Minister.
So Tumukunde and Kaka appeared to be working closely clip the wings of Kayihura.
As Security Minister, Tumukunde was supposed to be supervising Kayihura but the two were always feuding publicly until President Museveni fired both of them in March.
While Tumukunde was just fired, Kayihura was arrested and put under military detention.
Museveni said publicly that Kayihura’s crime was that he had allowed “criminals” and “foreigners” to infiltrate the police. But insiders note that he appeared to believe the intelligence reports indicating that the former police chief was plotting to oust him.
Following Museveni’s recent revelation, it appears Museveni has thrown the file on Kayihura’s crimes in the trash. The former police boss’s allies are now waiting for the charges against him to be officially dropped. They believe it will not be long before Kayihura is a free man.
Actually, the Kayihura Incarceration is merely a political rather than legal matter, it was a political film written and directed by His Excellence the president and his political architects to show both the local political players, opponents and international community that,

Kayihura ‘s incarceration in the military facility is a fact that the president aimed at initiating Kayihura into a new world, washing away the international and local sins he committed during his tenure as an I.G.P , creating local and international sympathy and show portray Kayihura as a sacrificial lamb.
Therefore, the film star, Kayihura will soon win the cases against him and re- deployed as a fresh man in strategic fatty position for regime survival.
